EDA members will have the opportunity to hear from and meet these contestants at the Candidate Speeches Forum on Friday February 21, 2025, as previously announced. Each contestant will address the audience for no longer than 5 minutes, and after all the speeches have been delivered, there will be refreshments for everyone and an opportunity for EDA members to meet and talk with the contestants.

Meet Dr. Herath, Jay
Jay Herath is an accomplished scientist, scholar, and community leader with 15 years of service in Burnaby. He champions healthcare, public safety, youth empowerment, mental health, substance abuse legislation, affordability, and sustainable growth. Committed to building a stronger economy through responsible resource development, Jay has contributed to groundbreaking research in RNA therapeutics and served on EDA committees for Energy, Environmental, and Public Health policies. A data-driven, results-oriented professional, Jay brings real-world experience, compassion, and competent leadership to represent the voices of Burnaby North–Seymour and fight for a better future for all. Mauro Francis is the Executive Director of the South Vancouver Community Policing Centre, a non-profit focused on proactive, local crime prevention solutions.
Raised in North Burnaby, Mauro also grew up on the North Shore around his family’s Lynn Valley Barbershop, a community staple for 55+ years. His local roots and commitment to public safety drive his work.
As a lifelong Conservative, Mauro has been a strong advocate for stricter crime, safety and common-sense drug policies. Mauro completed his education in Computer Systems Administration at BCIT and has mentored at-risk youth for over a decade through the EE Boys Club.
Cinnamon Bhayani is a principled leader running for the Conservative nomination in Burnaby North-Seymour. With a law degree and a background in law enforcement (CBSA), compliance (FINTRAC), and business, she brings a strong work ethic and real-world experience to politics. A Métis woman, mother, and Executive MBA candidate '25, Cinnamon is committed to common-sense policies that support families, small businesses, and community safety. She champions responsible governance, economic growth, and standing up for working Canadians. Having campaigned for over a year, she remains focused on engaging with residents, addressing local concerns, and bringing principled leadership to Ottawa.
My name is Federico Fuoco and I am running for the Conservative Party because I am sick and tired of governments, like the Trudeau Liberal/ NDP coalition government, that overtax and overregulate businesses – and that take away freedoms and citizens’ rights. I want to do something about it! Governments should serve the citizenry, not the other way around. I feel that the Conservative Party is the only hope for Canada with common sense policies that will restore freedoms and opportunities, lower taxes, curb inflationary spending, and make our streets safer by incarcerating repeat offenders with mandatory sentences.
I am a successful businessman, and I don’t need to run for office, however, my devotion to community, my life experience, and how rooted and respected I am in Burnaby North-Seymour, gives me a sense of duty to enter this race to beat Terry Beech (the disastrous, failed current Liberal MP for the riding). I am the only nominee that can defeat him and I can’t wait to be part of a common sense agenda that will restore the hopes and dreams of all Canadians.
Rob lives in North Vancouver with his wife, Peggy, and their 15-year-old Yorkie, Cosmo. A dedicated educator for 22 years, he currently works with children with special needs. With experience running a small business and working in Ontario and Hong Kong, Rob understands the value of economic growth and opportunity. A lifelong fiscal Conservative, he advocates for small, efficient government, low taxes, and policies that encourage business investment in Canada. Shilan Zade is dedicated to easing families’ financial burdens and supporting struggling local businesses by tackling the rising cost of living and making groceries more affordable.
She believes enough is enough—Canadians deserve a break. A strong advocate for recognizing foreign-trained medical professionals and enforcing stricter public safety laws, she champions a pay-as-you-go approach to responsible spending.
Prioritizing Canada and standing for Canadians first, she fights for policies that strengthen families, promote economic fairness, and uphold the values that make Canada strong. As a hardworking mom, she understands families’ struggles and is committed to policies that support parents, protect children, and build a secure future.
